Despite the U.S. EPA’s disapproval of Texas’s rules, the state proposed giving a weak air pollution permit to Total Petrochemical USA, Inc.’s Port Arthur, Texas refinery. After EIP filed this formal comment letter, the company withdrew its application and the Texas Commission on Environmental Quality cancelled the proposed permit.
